Functional Requirements of HF-RT-216 Smart Substation Digital Protection Tester
Integrates optical digital testing and low analog signal testing, and allows connection to an external current and voltage power amplifier.
It supports output of 8 independent SMV messages complying with IEC60044-8 (FT3) plus 1 input channel. Synchronous/asynchronous transmission and multiple baud rates are available. Encoded pulses adopt strict 50:50 duty cycle to prevent decoding errors.
It provides 8-channel SMV message outputs conforming to IEC61850-9-2 with equally spaced sampling points, satisfying the latest State Grid standards.

Built-in message waveform capture function: it receives and parses IEC61850-9-2 SMV and GOOSE messages for device self-loop testing. Optical digital signals from Merging Units (MUs) and other IEDs can be acquired, with real-time display of waveforms, amplitude, phase angle and frequency. Message recording and message analysis are also available.
Multiple groups of GOOSE messages can be transmitted and received. SMV and GOOSE optical transceivers support flexible configuration, either sharing one optical port or working independently.
The tester fully interprets ICD, CID, SCD and other protection model files. It automatically configures current/voltage channels, scaling factors, ASDU quantity, sampling rate and GOOSE parameters to simplify protection testing and boost efficiency.
It supports advanced message tests including frame loss, abnormal sampling points, frame disorder, invalid quality bits, loss of synchronization flag and wrong value injection.
Time synchronization modes include GPS, IRIG-B and IEEE1588. Commissioning for automatic bus transfer devices is supported.
